The Senior Manager, IT Delivery at Conduent is responsible for orchestrating the implementation and delivery of Pharmacy Benefit Management System (PBM), Decision Support System (DSS), and other related peripheral systems. Responsibilities

  • Serve as the primary point of contact for the project delivery.
  • Frequently interact with both IT and business executives for status reporting and establishing strategy.
  • Provide direct supervision to individual contributors and/or subordinate supervisors.
  • Manage a virtual team of 10 – 20 employee and contractor resources.
  • Interview and hire new team members.
  • Provide direction to employees according to established policies and management guidance.
  • Coordinate across multiple teams, both internal and external, to facilitate timely and quality implementations of IT initiatives.
  • Oversee the issue creation and resolution process.
  • Oversee the change management process internally and with the client.
  • Direct and coordinate activities related to the design, development and implementation of system enhancements and modifications.
  • Maintain ownership of entire Systems operations – from Infrastructure, Network, Change Design, development, project implementation and client communication.
  • Review current status of system applications and prepare recommendations for improvements.
  • Plan for and execute projects for federal and state compliance.
  • Participate in pricing and technical reviews of proposals, bids, contracts, etc.
  • Review and provide recommendations on IT expenditures.

Qualifications

Required

  • 15 years of experience working in PBM and/or other Healthcare payer system.
  • Minimum of three years’ experience managing large technical teams (including subcontractors) across multiple disciplines/functional areas.
  • Demonstrated comprehensive experience managing the planning, developing, testing, and implementing of software application changes.
  • Demonstrated comprehensive experience using software development lifecycle methodologies.
  • Demonstrated ability to simultaneously manage large scale concurrent projects and effectively respond to unanticipated customer business priorities.
  • Demonstrated ability to manage staff in a complex IT environment.
  • Demonstrated knowledge/skills in health payer industry standards, including transaction sets, code sets, valid value sets, standards for paper claim forms, etc.
  • Change management process development and enforcement experience.
  • Quality assurance process development and enforcement experience.
  • Customer service orientation.

Preferred

  • PBM, MMIS, Medicaid, Medicare or health care related background.

Senior Manager – IT Delivery ManagerAbout the RoleWill be responsible to orchestrate the implementation and delivery of Pharmacy Benefit Management System (PBM), Decision Support System (DSS), and other related peripheral systems. The ideal candidate must have experience in healthcare (PBM background preferred; Medicaid or MMIS background is good as well) and have a solid Information Technology (IT) SDLC background. Apart from education and experience, the ideal candidate must have every quality of a leader and a strong strategic and business acumen. As a delivery lead, the candidate should be able to envision the full delivery sequence and plan the delivery by engaging with and collaborating with a team of Developers, Business Analysts and Quality Assurance Engineers and provide inputs to the project manager and serve as the Technology delivery leader for a PBM implementation to ensure on-time and in-scope delivery. Guides the development of technical estimates, work plans, methodologies, and deliverables. Builds project delivery team skills and capacity. Removes obstacles and negotiates with stakeholders. Manages and mitigates risk in all projects. Has deep and broad knowledge of Java and related technology to guide technical leads. Requires a bachelor's degree.
