The Business Services Manager at Advantage xPO is a hybrid role responsible for managing and planning for the support services of procurement, central services, records management, and leasing. Responsibilities

  • Supervises and directs all aspects of the procurement, records, and leasing functions for the Health Department.
  • Monitors divisional budgets to ensure appropriate budget controls.
  • Manages special projects related to facilities improvements such as space planning and lease administration.
  • Initiates, prepares, processes, and checks for completeness and accuracy of purchase requisitions.
  • Assists departments with purchasing processes, procedures and forms to ensure completion in accordance with the Board of Health Purchasing Policies and Procedures.
  • Interviews vendors and salespeople and develops RFPs for departments relative to purchases and contracting services.
  • Communicates and advises on all aspects of purchasing policies and procedures.
  • Adjudicates differences between vendors and the Health Department when conflicts or problems arise on pricing, quality of products or services.
  • Prepares, negotiates, and administers bid packages and contracts; receives, reviews, evaluates, and makes recommendations for awarding bids; manages the process for facility contracts and leases; maintains records and processes claims for professional and general liability, property loss claims.
  • Interviews, hires and trains assigned staff; identifies and resolves employee relations and performance issues.

Qualifications

Required

  • Bachelor's degree in Business Administration or related field
  • Five years of experience in purchasing, preferably in public sector procurement, which included contract negotiations
  • Three years of supervisory experience
  • Considerable knowledge of laws, statutes, and regulations related to product and services contracts, records management, facility leasing, and government procurement
  • Considerable knowledge of bidding and negotiating methods
  • Considerable knowledge of business methods, markets and purchasing practices and trends
  • Considerable skill in analyzing and evaluating bids and specifications
  • Considerable skill in developing and maintaining positive and professional relationships with internal and external customers
  • Considerable skill in negotiating techniques
  • Considerable skill in written and/or verbal communications
  • Considerable skill in administrative aspects of purchasing
  • Considerable skill in planning, assigning, and supervising the work of others

TRAINING, EDUCATION AND WORK EXPERIENCE:

Bachelor's degree in Business Administration or related field, and five years of experience in purchasing, preferably in public sector procurement, which included contract negotiations; and three years of supervisory experience; or an equivalent combination of training and experience.
