Responsibilities

  • Provides expertise in budget and resource management principles and practices for developmental and operational programs.
  • Utilizes, adapts, and develops budget and resource analytic tools, techniques, and processes.
  • Works as a member of a team and leads initiatives to solve complex problems.
  • Assesses products and/or procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.
  • Prepares cost estimates for SASP initiatives and efforts, budget exhibits, spend plans, travel forecasts, burn-sheets, budget reports, and budget execution documentation.
  • Executes the SASP budget in collaboration with OUSD(I&S) Financial Management and Accounting (FMA) office.
  • Enables the funding of SASP's un-forecasted requirements by preparing and submitting all required documentation to FMA.
  • Develops strategic financial plans and correlates financial requirements into executable budgets.
  • Assesses staff packages, memorandums, and other written correspondence for compliance with accounting principles and applicable internal controls.

Job Description:

Provides expertise in relevant budget and resource management principles and practices for developmental and operational programs. Knowledge, skills, and abilities in the Planning, Programming Budgeting and Execution phases of the DoD budget. Capable of utilizing, adapting and developing budget and resource analytic tools, techniques, and processes for both technical and administrative support activities. Works as a member of team and leads initiatives to solve complex problems. Additionally, this position will be responsible for assessing products and/or procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards.

Experience Requirements:

+ Solves the highly complex technical problems of critical importance to the organization's technical direction.

+ Recognized as a top expert and thought leader in the field, leads development and implementation of key technologies for the organization.

+ Plays a role in overall functional strategic planning. May have supervisory and revenue growth responsibilities.

+ Prepare cost estimates for SASP initiatives and efforts, budget exhibits, spend plans, travel forecasts, burn-sheets, budget reports, and budget execution documentation. (Bi-monthly)

+ Work with OUSD(I&S) Financial Management and Accounting (FMA) office to execute the SASP budget - this includes regular communication with FMA to determine the amount of funds available, the amount of funds committed, the amount of funds executed, and the amount of funds un-executed. (Weekly)

+ Enable the funding of SASP's un-forecasted requirements by preparing and submitting all required documentation to FMA. (Monthly)

+ Develop strategic financial plans, preparing cost estimates for SASP initiatives and efforts, and correlate financial requirements into executable budgets. (Quarterly)

+ Assess staff packages, memorandums, and other written correspondence for compliance with accounting principles and applicable internal controls. (Daily)
