Qualifications

Required

  • Bachelor's Degree or higher in professional engineering.
  • Basic requirement includes a program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum, or equivalent.
  • One year of specialized experience directly related to the position.
  • Experience must be at the GS-05 grade level or equivalent under other pay systems in the Federal service, military or private sector for GS-07 grade level.
  • Experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector for GS-09 grade level.
  • Experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector for GS-11 grade level.
  • Experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector for GS-12 grade level.

Preferred

  • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the Basic Requirements.

Provide technical support for the procurement of complex, high technology, medical capital equipment and systems with turnkey installation for military and other federal government customers. Perform market research and advise customers and contracting staff regarding technical advancements relating to existing systems as well as new developments in high technology medical equipment. Review customer purchase request documents for completeness and accuracy. Recommend updates or revisions based on knowledge of product and vendor contracts. Review inspection results and reports for complex medical equipment and systems, and turnkey installation, to determine contractor technical compliance with contract requirements. Perform technical analysis of contractor submittals to assure equipment specifications and proposals meet requirements. Review turnkey installation requirements and contractor statements of work and cost breakdowns to determine acceptability and provide recommendations to the contracting officer. Determines need for and advises customer of necessary revisions to purchase requests (PR) and contract provisions used in the procurement of complex medical equipment and systems. Conducts studies or resolves problems on quality characteristics or technical aspects of new items or Items previously causing difficulties. Requirements Conditions of Employment Qualifications To qualify for a Biomedical Engineer your resume and supporting documentation must support:A. Basic Requirement: A Bachelor's Degree or higher in professional engineering. To be acceptable, the program must:(1) be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORA combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional Registration or Licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified Academic Courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the Basic Requirements above. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in the Basic Requirements above. Related Curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify for the GS-07 grade level, specialized experience must be at the GS-05 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/ closing date of the announcement. Creditable specialized experience includes: GS-07: Researching and evaluating both current and emerging high technology medical capital equipment technologies with supervision and guidance; Providing consultation relating to acquisition of complex high technology medical equipment with turnkey installation with supervision and guidance; Evaluating customer's turnkey installation requirements and developing appropriate technical data packages with supervision and guidance. GS-09: Researching and evaluating both current and emerging high technology medical capital equipment technologies; Providing consultation to the relating to acquisition of complex high technology medical equipment with turnkey installation; Evaluating customer's turnkey installation requirements and developing appropriate technical data packages. GS-11: Researching and evaluating both more advanced high technology medical capital equipment technologies; Providing advanced consultation to the relating to acquisition of complex high technology medical equipment with turnkey installation; Evaluating customer's turnkey installation requirements and developing advanced technical data packages. GS-12: Serving as a Senior Biomedical Engineer analyzing advanced high technology medical capital equipment technologies; Providing senior level consultation related to acquisition of complex high technology medical equipment with turnkey installation; Developing high level technical packages based on the evaluation of Medical customer's turnkey installation requirements Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. GS-11: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12: Cannot substitute education in lieu of specialized experience. D. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-07, GS-09 and GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at gradeGS-07, GS-09, and GS-11. At the GS-09 grade level a combination of superior academic achievement and 1 year of appropriate professional experience OR successful completion of a 5-year program of study of at least 160 semester hours and 1 year of appropriate professional experience is qualifying. E. Additional Experience and Training Provisions for Graduates of Engineering Programs: a) Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7; b) A combination of superior academic achievement and 1 year of appropriate professional experience is qualifying at GS-9; c) Applicants with an engineering bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months; d) Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7. Completion of such a program and 1 year of appropriate professional experience is qualifying at grade GS-9. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
