Qualifications

Required

  • Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
  • For NT-05 pay band: At least one year of specialized experience at or equivalent to the NT-04 pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate professional contracting work performing pre-award and post-award work.
  • For NT-04 pay band: At least one year of specialized experience at or equivalent to the NT-03 pay band in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate professional contracting work analyzing issues and finding alternative options for contracts.

Salary Range: NT-04: $76,788 - $131,452 NT-05: $101,121 - $184,725 (capped at $156,323) Responsibilities You will perform contracting work involving the process of acquiring goods and services for the Government from commercial or noncommercial sources in accordance with applicable laws and regulations. You will be responsible for the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures. You will be responsible for evaluating contract price proposals. You will be responsible for the administration, termination and close outs of contracts. You will follow pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery. You will follow procurement policies and procedures to plan, analyze or evaluate procurement programs, review proposed contractual actions for conformance with requirements and procurement practices. You will use negotiation techniques to meet and reach agreement through discussion with a proposed contractor on the price and performance terms, and to reflect these items in procurement documentation. You will oversee and ensure compliance with the terms of contracts during the post-award phase. You will determine the reasonableness of claims and negotiate resolutions. You will resolve disputes and other problem concerning obligations. You will negotiate contract modifications. You will use cost and price analysis techniques to evaluate proposals, contract changes, repricing actions and final contract pricing. Requirements Conditions of Employment Qualifications For the NT-05 pay band: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional contracting specialist performing pre-award and post-award work providing advice or guidance for contracts. For the NT-04 pay band: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contracting specialist analyzing issues and finding alternative options for contracts. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Education may be used to substitute experience at the NT-04 pay band level only: Successful completion of 3 full academic years of progressively higher-level graduate or Successful completion of a Ph.D. or equivalent doctoral degree Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. The primary responsibility of this position will be to support the mission of NSWC PHD through planning, negotiating, awarding, and administering contracts. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
