Qualifications

Required

  • One full year of specialized experience at or equivalent to the GS-14 level.
  • Experience in directing Natural Resources Programs and personnel.
  • Experience in applying advanced project management, business analysis, and contract management concepts.
  • Experience in conducting long-range (5 year) and short-range planning guidance.
  • Experience in developing regional and/or national policies, procedures, and guidelines related to management practices, life cycle management, and/or configuration management.
  • Experience in resolving complex and/or highly controversial issues with staff, representatives, and stakeholders.

Specialized experience is defined as: 1) Directing Natural Resources Programs and personnel in applying advanced project management, business analysis and contract management concepts to various projects, studies, or evaluations characterized by the need for significant departures from established practice; 2) conducting long-range (5 year) and short-range planning guidance in accordance with broad budget and administrative rules, regulations, and policies to meet program objectives; 3) developing regional and/or national policies, procedures and guidelines related to management practices, life cycle management, and/or configuration management; 4) resolving complex and/or highly controversial issues, with staff, representatives, and stakeholders from a broad range of internal and external interactions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
