The Proposal/Bid Manager at QBE LLC will support the Quality Business Engineering, LLC (QBE) Business Development team, primarily responsible for the development of compliant, high-quality, and timely proposal content throughout the proposal lifecycle for DoD and Federal customers. This role is remote, full-time, and exempt, requiring occasional travel to the National Capital area. Responsibilities

  • Manages and leads proposal efforts throughout the complete proposal lifecycle
  • Coordinates efforts across multiple projects simultaneously
  • Organizes and manages meetings
  • Trains, coaches, and mentors BD team members
  • Plans, schedules, and manages proposal development efforts and proposal plans
  • Creates and maintains Proposal filing system in SharePoint portal
  • Develops document outlines and compliance matrices
  • Creates writing templates, outlines, PowerPoint slides, schedules, and other proposal tools to ensure quality results
  • Documents and maintains Proposal processes
  • Ensures proposal compliance and responsiveness
  • Ensures proposal materials are properly formatted for final production/submission
  • Edits proposal sections per internal corporate writing guides
  • Creates document content through interviews with subject matter experts
  • Other duties as assigned

Qualifications

Required

  • Minimum eight (8) years' experience writing and managing proposals with major Federal agencies and a bachelor's degree in English, Journalism, Professional Writing, Creative Writing, or related field
  • Four (4) additional years' proposal writing and managing proposals with major Federal agencies may be substituted for degree
  • Expert skills in Microsoft Word, PowerPoint, Excel, and Adobe Acrobat
  • Strong organizational and time management skills
  • Strong interpersonal and proactive communication skills
  • Demonstrated experience conducting project management functions including resource planning, scheduling, and task delegation
  • Demonstrated proficiency with technical writing/editing
  • Demonstrated team leadership and management skills
  • Outstanding written and verbal communication skills
  • Knowledge of version control management practices and technologies
  • US Citizenship
  • Ability to obtain a US DoD Government Clearance at Secret level or higher
  • Ability to sit for extended periods of time
  • Ability to regularly lift at least 25 pounds
  • Ability to commute to the designated onsite work location as required

Preferred

  • APMP Foundation Certification or equivalent knowledge of best practices in proposal development
  • Completion of Shipley Core courses or equivalent
  • Knowledge of Microsoft SharePoint and other web-based collaboration applications
  • Local to Northern Virginia

Description:

The Proposal/Bid Manager will support the Quality Business Engineering, LLC (QBE) Business Development (BD) team as directed by the Vice President of Sales. This role within the Sales team is responsible for the development of compliant, high quality, and timely proposal content throughout the proposal lifecycle for DoD and Federal customers. This position is a remote, full-time, exempt, mid-level position that successfully learns and applies new concepts and skills to their proposal management knowledge base.


This position will primarily be performed remotely but will require occasional travel to the National Capital area.
