The Manager IV at the Department of State Health Services is responsible for managing the Administrative Unit within the Contract Management Section, coordinating and implementing contract management activities for client services supported by DSHS Administrative programs. Responsibilities

  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • Supervises contract management staff in the Administrative Unit, including hiring, coaching, performance evaluations, positive performance, disciplinary, work schedules, etc.
  • Coordinates the development of Solicitations for all client services contracts supporting the Division, following guidance provided by HHSC and all state and federal requirements.
  • Coordinates the review of applications and the allocation of funding for non-competitive contract awards and renewals.
  • Assures coordination with the Contract Oversight Section and the Chief Operating Officer to ensure contract management issues are appropriately resolved.
  • Develops timelines and work plans to coordinate the contract development process for the Division.
  • Directs contract amendment processes and procedures to assure timeliness and consistency for all funding sources.
  • Coordinates, directs, and documents the receipt and review of all contract deliverables, including required program reports, data, vouchers, etc.
  • Guides and coordinates communications with client services contractors, including developing and monitoring communication strategies.
  • Actively participates and/or serves in a supporting role for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Qualifications

Required

  • Knowledge of contract management practices and standards for DSHS agency programs.
  • Knowledge of state and federal laws and regulations related to contract management.
  • Ability to supervise contract management staff, including hiring, coaching, performance evaluations, and disciplinary actions.
  • Ability to coordinate the development of Solicitations and the review of applications for contract awards.
  • Ability to ensure consistency in policies and procedures for contractors.
  • Ability to develop timelines and work plans for contract development.
  • Ability to direct contract amendment processes and procedures.
  • Ability to coordinate and document the receipt and review of contract deliverables.
  • Ability to guide and coordinate communications with client services contractors.
  • Ability to actively participate in disaster response and/or recovery or Continuity of Operations (COOP) activation.

Preferred

  • Certified Texas Contract Manager (CTCM) certification or must be obtained within the first year of employment.

Job/Position DescriptionUnder the direction of the Unit Director, manages the Administrative Unit with the DSHS Contract Management Section (CMS). Directs the coordination and implementation of contract management activities for client services supported by the DSHS Administrative programs. Performs highly responsible management and consultative work to plan, develop, and implement contracting activities for the Sectionand#146;s administrative programs. Works closely to coordinate all contract development and management activities with staff in DSHS and the enterprise to assure consistency in policies and procedures to enable contractors to effectively and efficiently conduct service delivery activities. Guides and directs the Solicitation process and selection of contractors for each funding source. Coordinates the processes for non-competitive contract awards and non-competitive contract renewals. Coordinates with DSHS administrative program staff to assure service delivery objectives and goals are met. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.
