The Buyer 2 at the State of Minnesota's Minnesota State Lottery will be responsible for purchasing commodities and services in a specialized procurement activity. This role involves developing and maintaining a purchasing system, serving as a consultant to Lottery staff, maintaining records and files on purchases, and ensuring contract compliance. Responsibilities

  • Develop, implement, and maintain a Lottery-wide purchasing system in accordance with State of Minnesota procedures.
  • Establish a system for constant updating of products and maintain adequate procedures to ensure the Lottery is supplied with quality products within budget limitations.
  • Serve as a consultant resource to Lottery staff in writing and developing purchase requests, obtaining detailed requirements from staff to write requests for solicitations and purchase specifications.
  • Inform of delivery time requirements, product availability, and service considerations.
  • Maintain records and files on all purchases, invoices, and vehicle maintenance to maintain a retrievable system of purchase orders and requisitions necessary to aid in the validation of Purchase Department processes.

Qualifications

Required

  • One (1) year of professional level experience OR three (3) years technical/administrative experience in purchasing, developing/evaluating purchase request specifications, soliciting quote/bid requests, reviewing/evaluating solicitation responses, and issuing purchase orders and contracts in a governmental or business environment.
  • Must currently have or will obtain Authority for Local Purchase (ALP) $25K certification within 3 months of hire and $50k certification within 2 years of hire.
  • Experience working with automated requisition/purchase order systems.
  • Experience preparing and managing the Request for Proposals/Bids/Quotes/Information process.
  • Experience evaluating and negotiating contracts.
  • Knowledge and experience with Adobe Acrobat DC Pro and Microsoft Office Suite, specifically Outlook, Teams, Word, Excel, Access, and PowerPoint.
  • Ability to communicate effectively with individuals with a wider range of backgrounds, who do not share the same culture, ethnicity, language, or other common experiences.

Preferred

  • Knowledge of State of Minnesota procurement policies and procedures.
  • Knowledge and experience in sourcing products and services that include vendor management.
  • Experience with SWIFT and JD Edwards Oracle-based accounting systems.
  • Knowledge and experience in Smartsheet and One Drive platform.
  • Experience with maintaining vehicle maintenance and telematics system.

The Buyer 2 will purchase commodities and services in a specialized procurement activity. Incumbent assigned to this area is responsible for printing, goods, software, commodities, and services required for use by the Lottery; for renewal of all existing contracts and prepares solicitation requests, ensures that the terms of the contract are met, and provides assistance with contract administration functions.

Duties Include:
