Qualifications

Required

  • Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
  • At least 3 of the 24 semester hours must have been in calculus.
  • One year of specialized experience equivalent to the GS-13 grade level in the Federal service.
  • Experience in planning and conducting relevant research and analytical studies of agency problems to support critical business processes and/or decisions.
  • Utilize professional and scientific knowledge to conduct data analytics on operational and strategic level assessments.
  • Analyze complex data elements and systems, data flow, dependencies, and relationships.
  • Plans and conducts statistical data analytics projects and/or studies.

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Maintain and evolve the Enterprise Architecture Analytics Project in Army Vantage/ADP 2.0. Maintain and evolve the OEM analytics methodology and tool (the "Integrated Diagnostic") in support of Army Defense Business System (DBS) Portfolio Management. Support decision maker and stakeholder decisions to optimize business resources, increase efficiencies, and identify cost avoidance opportunities. Leverage enterprise data and analytic tools including Army Vantage/ADP 2.0, OSD Advana, Tableau, Python, R, SQL. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. In order to qualify, you must meet the experience and education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
