PROGRAM DESCRIPTION: The Fleet Numerical Meteorology and Oceanography Center (FNMOC), under the direction of the Commander, Naval Meteorology and Oceanography Command, runs regularly scheduled numerical predictions of the global atmosphere and ocean dependent upon strong IT project management and a complex, robust IT infrastructure. Located in Monterey, CA, and at Stennis Space Center, MS, FNMOC products are distributed directly to Department of Defense (DoD) activities worldwide. Project Management Support plans and executes a portfolio of high-priority, high visibility, cross-departmental IT projects to address and meet the strategic needs of FNMOC Information Technology (IT).

Job Responsibilities:

• Provide a full range of senior project management requiring technical and resource project and process management support to ensure the successful completion of FNMOC project portfolio requirements. These include responsibility for all appropriate project business metrics in the project charter(s) which will require writing and maintaining Systems Engineering Plans, Project plans, Concepts of Operations, Work Breakdown Structures (WBS), Integrated Master Plans, Integrated Master Schedules, and Program Management Plans, as well as technical and executive briefs incorporating these planning products as well as periodic status reports.

• Update and develop High Performance Computing transition configuration and implementation planning documentation, particularly detailing the FNMOC high performance computing cluster. This includes analysis, assessment, and update of existing documentation, development of missing documentation, and ensuring system engineering and administration personnel have all documentation necessary to complete the successful of OS and hardware upgrades.

• As appropriate, challenge the validity of established procedures and processes with an eye toward enhancement. Analyze and assess existing software documentation and operating procedures to provide recommendations, updates, improvements, as well as develop missing documentation in concert with subject matter experts, to build FNMOC resilience and performance.

• Anticipate future customer, industry, and business trends and apply understanding to complex problems to meet project objectives. Analyze and assess emerging software, system, network, and data management needs for project portfolio recommendations and solutions. Considered options should include a variety of commercially available products well-suited to FNMOC needs. Integration with the multi-site operational run (OPSRun) solution is essential.

• Formulate partnerships between customer, suppliers and staff. Anticipates potential project related problems.

• Utilize refined techniques for identifying, eliminating or mitigating solution, project, and business risk.

• Understand customer, industry and business trends and applies this understanding to meet project objectives.

• As appropriate, challenges the validity of given procedures and processes with a view toward enhancement or improvement.

• Analyze information and situations and implement actions, independently and or through the management team to ensure project objectives are met.

• Analyze new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
