  • Analyzes and makes recommendations on new or proposed legislation, public information efforts, internal data processing systems, telephone management, mail services, records management, and office space.
  • Assists with the preparation and administration of the annual budget for the Tax Credit Programs.
  • Oversees the hiring, training, and on-going evaluation of employees as well as other personnel issues.

Qualifications

Required

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Six years of administrative staff or professional work.
  • May substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • May substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • May substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • May substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Preferred

  • Experience in positions related to accounting or real property (including but not limited to tax sale, property assessment, or property tax administration).
  • Experience interacting directly with the public (e.g., in-person, by phone, by email, by virtual meeting, etc.).
  • Experience managing a program and supervising employees.

Introduction

The Maryland Department of Assessments and Taxation (also known as the State Department of Assessments and Taxation, or SDAT) is a customer-focused agency that works to ensure property is accurately assessed, business records are appropriately maintained, and necessary tax-related information is conveyed to state agencies and local jurisdictions. The Department's responsibilities can generally be split into three main areas: Business Services, Real Property Valuation and Property Tax Credits.

Main Purpose of Job

The primary role of this position is to serve as the Deputy Program Manager of the Tax Credit Programs, with a focus on overseeing the day-to-day administration of the Homestead Tax Credit Eligibility, Homeowners & Renters' Tax Credit Programs, and the Audit Division. Additionally, the Deputy Program Manager is responsible for managing the hiring, training, and continuous evaluation of employees, along with addressing personnel matters, all while ensuring alignment with the Agency's mission to provide property tax relief to citizens.

POSITION DUTIES

Develops and implements the administrative policies, management plans and processing procedures for the auditing of tax credit reimbursements and the recapture of tax credits on transferred properties between the State and local County governments.

Develops and implements the administrative policies, standards and management plans and processing procedures required for the effective operation of the three tax credit programs.

Plans, organizes and supervises the work of a team of internal auditors who are responsible for the audit of incomes reported by applicants.

Represents the Department at Property Tax Assessment Appeal Board hearings and testifies as a witness at the Maryland Tax Court on the tax credit program cases.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
