Responsibilities

  • Oversee all phases of the acquisition process, from initial planning to execution and post-award management.
  • Coordinate activities with the Defense Counterintelligence and Security Agency's Contracting Office and other relevant contracting commands to ensure seamless execution.
  • Assist in developing and determining contracting strategies that align with program objectives and regulatory requirements.
  • Prepare detailed contracting documents and support the implementation of strategic procurement decisions.
  • Lead and provide oversight for Integrated Product Teams (IPTs), managing the planning, execution, and review of test events, product demonstrations, and other key activities.
  • Ensure IPTs meet their objectives and adhere to project timelines.
  • Maintain and manage the program's budget and master schedule.
  • Identify and assess cost, schedule, and performance tradeoffs, making recommendations to optimize resource allocation and program efficiency.
  • Develop and draft Acquisition Strategies, Acquisition Plans, and other essential acquisition documents.
  • Ensure these documents are comprehensive, align with strategic objectives, and comply with federal acquisition regulations.
  • Perform detailed analysis of acquisition strategy requirements, providing insights and recommendations to support effective decision-making and strategic planning.

Qualifications

Required

  • At least 8 years of experience supporting complex federal government acquisition projects.
  • Proven experience in executing acquisition management.
  • Skilled in determining contracting strategies, preparing contracting documents, and coordinating with contracting commands.
  • Demonstrated ability to lead and provide oversight for product IPTs.
  • Strong background in managing program budgets and schedules.
  • Ability to effectively analyze and recommend acquisition strategies.
  • Must be a US Citizen.
  • Must posses an active and current DoD Top Secret Clearance.
  • Must be able to commute within the DC Metro Area (Quantico, VA).

We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT is looking for a Program Analyst to support the Defense Counterintelligence and Security Agency (DSCA) Program Executive Office (PEO). The DCSA PEO oversees a portfolio of enterprise-wide information technology (IT) programs that unilaterally employ best practice methodologies for the development and delivery of innovative IT solutions, advancing DCSA's broad-spectrum National Security capabilities to better serve the DoD, the U.S. Government and cleared industry.

Role:

Requirements

Qualifications:

+ Proven experience in executing acquisition management, including coordinating products and taskings across various life cycle phases and preparing necessary acquisition documentation.

+ Skilled in determining contracting strategies, preparing contracting documents, and coordinating with contracting commands and other relevant entities.

+ Demonstrated ability to lead and provide oversight for product IPTs, test events, and product demonstrations, ensuring comprehensive management and successful execution.

+ Strong background in managing program budgets and schedules, with the capability to identify and assess cost, schedule, and performance tradeoffs.

+ Ability to effectively analyze and recommend acquisition strategies, ensuring alignment with program goals and regulatory standards.

+ Must be a US Citizen.

+ Must posses an active and current DoD Top Secret Clearance.

+ Must be able to commute within the DC Metro Area (Quantico, VA) as requested.
